'Laser Euro Master Cup 2010': si terrà a Bracciano l’unica tappa italiana del circuito internazionale. Da venerdì 4 giugno a domenica 6 giugno tre giorni di regate all’insegna dell’agonismo velico e della natura.
La regata è organizzata dal circolo velico Planet Sail - Bracciano.
Sarà il Lago di Bracciano ad ospitare dal 4 al 6 giugno l’unica tappa nazionale del circuito Euro Master della classe Laser, ancora una volta – dopo l’Earth Day Regatta - una spettacolare kermesse di regate sotto l’organizzazione del Planet Sail.
Mancano ormai pochi giorni all’inizio della manifestazione e cresce la febbre per l’evento: le iscrizioni hanno praticamente già raggiunto quota 150 e saranno numerosissime le imbarcazioni che scenderanno in acqua con equipaggi internazionali.
L’iniziativa infatti richiama campioni e specialisti della disciplina di livello internazionale, alcuni dei quali hanno già raggiunto Bracciano, forse per “studiare il campo di regata”, ma sicuramente per cogliere l’opportunità di una speciale vacanza nella splendida cornice del Lago di Bracciano, nel Parco Naturale Regionale di Bracciano e Martignano.
La location del Lago di Bracciano come sede dell’edizione 2010 della EuroMaster Cup Laser è stata individuata congiuntamente dall’Assolaser, l’Organizzazione Internazionale Laser, dall’Assoziazione Nazionale Laser e con il supporto della FIV – Federazione Italiana Vela, ovvero dai massimi rappresentanti di categoria sia a livello nazionale che internazionale.
L’organizzazione della manifestazione è stata affidata al Planet Sail che è tra i circoli velici più attivi a livello nazionale e sicuramente il più attivo a livello regionale così come riconosciuto dal recente premio FIV come primo circolo del Lazio per lo sviluppo di attività agonistiche giovanili.
“L’evento, oltre ad essere un un punto di orgoglio per tutti quanti stanno contribuendo all’organizzazione, è anche un’opportunità da valorizzare per l’evidente ricaduta in termini di immagine e promozione turistica che l’evento porterà sia a livello nazionale che internazionale per il nostro territorio – dichiara Gabriele Ponzi, Presidente del Planet Sail – consolidando il ruolo del Planet Sail come attrattore per l’organizzazione di eventi sportivi di rilievo sopranazionale e di elevata qualità agonistica”
Tra gli iscritti, infatti, figura Diego Romero, l’atleta italo-argentino che nelle scorse competizioni olimpiche di Pechino, ha consegnato all’Italia l’orgoglio della medaglia di bronzo della specialità Laser!
“Veder gareggiare Romero sarà un momento unico per tutti gli appassionati della vela – commenta Gabriele Ponzi – ma sarà possibile per molti!”
Infatti, evento nell’evento, nella prima giornata della manifestazione il 4 giugno, sarà possibile assistere al magnifico spettacolo dalla motonave “Sabazia” che, gratuitamente e fino ad esaurimento dei suoi 150 posti, stazionerà al margine del campo di regata consentendo a quanti saranno a bordo di godere di momenti e immagini irripetibili.
“Senza l’impegno costante e il supporto operativo dell’Assessore all’Ambiente del Comune di Bracciano Claudio Ciervo e del Consigliere Delegato allo Sport Giorgio Merlini – continua Ponzi – non sarebbe stato possibile arrivare così preparati a questo importante appuntamento velico; un ringraziamento particolare va poi a Rolando Luciani, Presidente del Consorzio di Navigazione del Lago di Bracciano – che ha messo a disposizione gratuitamente la motonave Sabazia per il pubblico della manifestazione”.
Appuntamento per tutti, quindi, per venerdì 4 giugno: atleti e imbarcazioni al circolo Planet Sail a partire dalle 9, pubblico e appassionati, invece, sono attesi alle 14 al molo di Bracciano per l’imbarco sulla motonave Sabazia: buon vento a tutti!

1. RULES
1.1. Each regatta will be governed by the ìrulesî as defined in the Racing Rules of Sailing (RRS).
The prescriptions of the National Authority will not apply.
1.2. Add to rule RRS A11: ARB means scoring penalty after arbitration, PTS scoring penalty for a yellow flag after finish.
1.3. Sails shall have the full sail number AND NATIONAL LETTERS in accordance with the Class Rules and RRS. The national letters shall denote the National Authority of which the sailor is a member in accordance with RRS 75.2 and with 2.1 Entry regulations below. This changes RRS Appendix G 1.1.
1.4. Laser class rule 7 (a) is restricted as follows ìonly one person shall be on board whilst racing. The person shall be named on the entry form.
2. ENTRY REGULATIONS
2.1. Only current fully paid members of the International Laser Class Association may enter the regatta. During registration each sailor will be required to show clear written evidence of current membership of their national Laser Association. If a sailor is unable to present this, he/she will be charged a fee of € 70 (payable in local currency), € 10 of which will be retained by the collecting club and € 10 by ILCA, to cover administration. € 50 will be passed on to the sailor's district, who may refund it to the sailor if he/she is already a current member, or may put it towards that sailor's membership fee if he/she is not a member.
2.2. Crew substitution of the registered sailor is not permitted.
2.3. Competitors shall reach the following ages during 2010: Age Group Masters Category 35 to 44 Laser Standard Apprentice Master Laser Radial Apprentice Master Laser 4.7 Apprentice Master (Women only) 45 to 54 Laser Standard Master Laser Radial Master Laser 4.7 Master (Women only) 55 to 64 Laser Standard Grand Master Laser Radial Grand Master Laser 4.7 Grand Master (Women only) 65 and over Laser Radial Great Grand Master Laser 4.7 Great Grand Master (Women only)
2.3 Any sailor who has not, by the closing time for registration, completed registration at the venue will be removed from the list of sailors for that event and will not be scored at that event. This also applies to sailors who have complied with all other entry requirements.
3. ENTRY FEES & MAILING ADDRESSES FOR ENTRIES
Entries must be made by the date specified on the ILCA website. Payment of entry fees may be made on site at some regattas, provided the competitor has entered and sent the completed entry form to be received by the entry closing date. Please check the information on the ILCA website for individual regattas. Where on site entry is available, sailors who did not complete an entry form by the entry closing date, or sailors who cannot show confirmation that the host has received their entry form by the entry closing date, will be charged the late entry fee. See also Notice of Race 2.3.
4. MEASUREMENT/INSPECTION
Boat and equipment may be inspected at any time for compliance with the class rules, wet clothing rules and sailing instructions at the discretion of the class representative, race committee or international jury.
5. SAILING INSTRUCTIONS
Copies of Sailing Instructions will be available from the Race Offices the day before the Regatta/s.
6. COURSES
Courses will be detailed in the sailing instructions.
7. BOATS AND EQUIPMENT
7.1. All competitors shall use only one hull, sail, mast, boom, centreboard and rudder.
7.2. In the event of damage, boats and equipment may only be substituted with the written permission of the Race Committee. If the damage occurs later than 90 minutes before the first scheduled start on a racing day and before the start of the last race of the day, provisional verbal permission shall be obtained from the Jury or Race Committee and the written permission of the Jury or Race Committee shall be applied for before the end of Protest Time at the end of the day in which the substitution takes place.
7.3. Female competitors shall place a red diamond on each side of their sail (back to back). The diamond shall be 240mm high and 180mm wide +/-5mm and shall be located in the centre of the sail immediately above the top batten. 8. PROGRAMME
8.1. If possible all Laser Standard boats start together (see also 8.2.). The Laser Radials and Laser 4.7ís respectively will have separate starts if there are 5 boats or more. For 4 or less boats respectively the Laser Radials and Laser 4.7ís start with the Standard fleet. In the latter case there are still separate fleet rankings extracted from the overall results for the Laser Radial and Laser 4.7.
8.2. Fleets might be formed if there are more than approximately 60 participants in each category. The fleets will be composed of one or several age categories in order to form fleets of approximately 20 to 60 participants. For better understanding the following EXAMPLE shows one possibility: 38 participants in ìFleet 1, Laser Standard Apprenticeî, 44 participants in ìFleet 2, Laser Standard Master, Laser Standard Grand Master and 23 participants in ìFleet 3, Laser Radial.
9. PENALTY SYSTEM
9.1. Appendix P will apply, with the following amendments: (a) If a first penalty is signalled after she has finished, a boat will be given a scoring penalty of 8 points without a hearing. (b) Appendix P3 is modified to read: If a boat has been penalized for the first time under Appendix P1 and the race committee signals a postponement, general recall or abandonment, the penalty is cancelled, but it is counted to determine the number of times she has been penalized during the regatta. If a boat has been penalized for the second or subsequent time under Appendix P1 and the race committee signals a postponement, general recall or the race is abandoned, the boat shall not sail in this race if it is restarted or re-sailed. If she does, she shall be disqualified without a hearing and her score shall not be excluded. (c) Action by the jury under Appendix P shall not be grounds for a request for redress by a competitor. The jury however may initiate redress. This changes rule 60.1(b), 60.2(b) and Appendix P4.
9.2. Decisions of the jury will be final as provided in rule 70.5.
10. WHISTLE SYSTEM
To encourage boats to take penalties afloat, jury/protest committee members may blow a whistle when they see what they believe to be a breach of a rule.
11. INTERNATIONAL JURY
An international jury may be appointed in accordance with RRS Appendix N and perform the duties listed in RRS N2, in which case the decision of the Jury will be final.
12. SCORING
12.1. Individual Regattas The individual regattas will be scored using the Low Point System according to RRS Appendix A. The Laser 4.7 fleet is only open to women. The ranking at the individual regattas will be by extraction for each age category for each fleet and a separate ranking will be extracted from each age category for the Laser Radial women. This ranking will be extracted from the overall position in the Laser Standard fleet and Laser Radial fleet unless there is more than one start in the Laser Standard fleet when the ranking will be extracted from the overall position in the starting fleet. If a points scoring penalty would result in a score worse than DSQ, the penalty will be that corresponding to DSQ. The scores of other boats will not be changed.
12.2. Overall Series The overall Series ranking will be by extraction for each age category for each fleet and a separate ranking will be extracted from each age category for the Laser Radial women. The 2010 Euro Masters Series will consist of 13 regattas. A minimum of 2 races must be sailed by a competitor to be included in the 2010 Euro Master Series ranking and a competitorís best 3 results will be scored for the Overall Series. The winner shall be the boat with the lowest total score. When there is a tie on the total points between two or more boats, the tie shall be broken in favour of the boat with the most first places, and when any such boats remain tied, the most second places and so on, if necessary for such races as count for total points. When the tie still remains, it shall stand as part of the final series results. This changes RRS A8.
13. PRIZES
13.1. Prizes for each Regatta will be awarded in the following categories subject to entry numbers. Standard Fleet: Laser Apprentice Standard (35 to 44 years) Laser Master Standard (45 to 54 years) Laser Grand Master Standard (55 to 64 years) Laser Radial Fleet: Laser Apprentice Radial Men(35 to 44 years) Laser Apprentice Radial Women (35 to 44 years) Laser Master Radial Men (45 to 54 years) Laser Master Radial Women (45 to 54 years) Laser Grand Master Radial Men(55 to 64 years) Laser Grand Master Radial Women (55 to 64 years) Laser Great Grand Master Radial Men (from 65) Laser Great Grand Master Radial Women (from 65) Laser 4.7 Fleet: Laser 4.7 Women Overall 13.2 Overall Series ILCA Cubes will be awarded for places 1 to 3 in each category subject to ILCA Honour Awards By Law.
14. SAFETY
Competitors shall wear personal flotation devices at all times when afloat, except briefly when changing or adjusting clothing or personal equipment. Wet suits and dry suits are not personal flotation devices. This changes rule RRS 40.
15. PHOTOGRAPHY CONSENT
By entering the Championships competitors accept that they may be photographed and/or videotaped participating in the race and/or using the Championship facilities and they consent to the taking of such images and to the use, reuse, publication and republication of such images in any media, in conjunction with the competitors name or not, without compensation and without the competitors approval of such images or any use thereof.
16. LIABILITY
The Sailing Clubs, the National Authorities and the International Laser Class Association, their officers, members and volunteers do not accept liability for loss of life or property, personal injury or damage caused by or arising out of the Euro Masters Series regattas and competitors take part in the regattas at their own risk. The establishment of the Notice of Race and the Sailing Instructions in no way limits or reduces the complete and unlimited responsibilities of a competitor being solely and entirely responsible for the management of a boat he or she is sailing. A competitor must be of good health and a competent sailor capable of sailing a Laser in strong winds. It is the responsibility of each sailor to decide to participate in a race or to continue racing. A competitor is wholly and exclusively responsible for third party liability insurance on the boat that he or she is sailing and for his or her personal accident and health insurance. 17. ADDITIONAL INFORMATION
